Date of creation The Committee was created by Senate Resolution 7/91.

Mandate In the Senate's resolution Nº 7, it is determined that the Human Rights Commission is competent in matters such as: passing judgement on law projects, resolutions, or law proposals regarding human rights, as well as treaties, conventions and international agreements related to its matter. Also, in Resolution Nº 14 it is established the areas of competence of the Human Rights Commission.
Membership Each political party represented in the Senate, establishes one of its members to integrate the Commission. The board, president, vice-president and others are chosen by the members of the Commission. All members last 5 years in their duties, the board is elected every 12 months. The actual members are: Sen. Ana María Mendoza de Acha (President), Clarissa Susana Marín de Lòpez (Vice President), Sixto Pereira Galeano (Secretary), Julio César Velásquez Tilleria, Iris Rocío González and Amancio López.
Working methods The Committee may invite, through the Senate President, the other State powers to provide reports. Through the Senate President, the may invite ministers to provide orally or in a written form additional information regarding a subject under discussion. The Committee may directly invite other persons, public or private institutions to provide information or opinions. Upon the completion of its study of a certain subject, the Committee adopts a written report. Such reports have to be submitted 30 days after a matter has been referred to the Committee.
Relations with other parliamentary bodies Locally, the Senate Commission on human rights works in straight collaboration with the human rights Commission of the Chamber of Deputies. Also, there is joint work with the "Frente de Parlamentarios por los Derechos de niños, niñas y adolescentes", which is integrated by members of the Senate in order to protect children's rights. On the other hand, an inter-institutional commission of penitentiary visits, presided by Sen. Ana María Mendoza de Acha, in collaboration with the Supreme Court, District Attorney's office, and Non-Governmental Organizations. Internationally, there is constant collaboration between the Senate Commission on Human Rights and the Human Rights Commission of Parlasur (Mercosur`s Parliament).
Relations with external bodies Upon the initiative of the Senate Human Rights Committee, the Inter-Institutional Human Rights Commission was set up in February 2001. Its main objective is to visit all military institutions in the country to prevent the recruitment of child soldiers and other irregularities. It comprises representatives of the Senate Human Rights Committee, the Human Rights Units of the Supreme Court, of the Ministry of Justice and Labour, of the Foreign Ministry, of the Attorney General's Office, of the Defense Ministry, of the Armed Forces, of the Recruitment and Mobilisation Office of the Armed Forces, the Directory of the Civil Registry of Persons and representatives of three human rights NGO's.
Subjects dealt with The most frequent topics are: torture, lack of justice (unnecessary delay of justice), social insurance, penitentiary system, dictatorship's victims follow through cases.
